See the table below for what happens when posting manifests based on their rating engine, manifest date, status and number of packages. For example, manifests with zero packages are not posted in the rating engine when the rating engine is FSMS. For all other rating engines, zero package manifests are posted in the rating engine unless the manifest status is blank.
